Not really. I would expect that the difference in the number of stimulating reps between 2/3-minute and 5-minute rest periods would be reasonably similar to the difference in the actual number of reps, albeit one or two less. Comparing 30-second rests with longer rests is harder, because there is so much peripheral fatigue at that point. Even so, this would be very inexact.

Also, it might not be possible to fully compensate if CNS fatigue gets very high, such that the highest threshold motor units are never really recruited, as when training using very light loads. I don’t know, TBH.
