Not exactly. Lifting slow without exerting effort into the lift will not provide the high levels of motor unit recruitment necessary to activate the most responsive muscle fibers.

The key is to perform a lift with a high effort *and* for that lift to involve a slow movement velocity. That slow movement velocity can occur either because the weight is heavy *or* because of fatigue towards the end of a set.
