More or less, yes. However, I think the impact of CNS fatigue from one workout to the next is a bit different. If there is CNS fatigue left over from a workout, then it has happened secondary to the inflammation produced during the process of muscle damage repair. Therefore, this CNS fatigue could reduce a set by more than 1 or 2 stimulating reps in a subsequent workout. It could easily reduce the effects of subsequent workout to zero stimulating reps, making it essentially pointless.
